Yes.

I have taken to adding network space to my router's filters when the 
spammers using it ignore the SIMS rejections for too long. I have 30 
/16 chunks of China and Korea blocked right now, as well as 4.0.0.0/8 
(Genuity) for the persistent spammers there who seem to be paying 
their bills.
