Yes this does work, but it consumes some of the space available in 
the blacklist. I am not sure of the size, but the web interface can't 
seem to handle really long lists - so leaving comments out gives you 
more room for IPs.

I actually save all the spam that makes me blacklist IPs into text 
files named with the IP number. I have them web-accessible so that 
spammers can see why they were hit. http://spam.eton.ca/  (look for 
the link on that page).

No need for Resedit, but this applies to RBL DNSs. So, for example, 
here is one of my RBL Server List entries:

bl.spamcop.net "Spam blocked see: http://spam.eton.ca/";
