Once it failed (meaning SIMS will never attempt to deliver it again and an appropriate error has been returned to the sender), it no longer was really in the queue. It was retained in the queue folder and shows up with the commands to check the queue but that's only because you have set up SIMS to retain failed messages for a period of time (I believe the default is not to retain them for any period).
