Note that the XBL does not list just individual addresses that are 
the source of spam, but networks where the ISP doesn't handle abuse 
problems adequately. It looks like in this case it's Clueless & 
Witless, which effectively has no AUP and will tolerate anything as 
long as the customer pays their bills and they don't cause too many 
other networks to start making depeering noises.

The fact that only the XBL shows up in a check of public blacklists 
doesn't mean that there aren't serious blacklists out there with your 
address in them. C&W has impressed a lot of people with their policy 
incapacities, and their absorption of Exodus has only compounded the 
problem.
