As I stated before there IS a bug in the latest version of SIMS. Thanks for the suggestion, but the backup is Not in the Client list of the primary. The only thing that I changed to close the relay was to remove this line:

Any server that tries to sent to your domain via the secondary server will get a "We do not relay" error and the mail will not be accepted. And isn't the whole point of a secondary to get mail and pass it on to the primary!?!from the router on the backup.
No bug. It's just the nature of relaying. Your best bet is to restore the router line on your backup and do not list the secondary as a trusted host.
There is obviously a bug in SIMS that opens a relay if that line is in the router.

line in the router of the secondary then my secondary fails the open relay test that ORDB.org is using and they are getting their mail through using the foriegnaccount@foreigndomain@mydomain hack. My secondary will forward the message to the primary and then the primary will relay the message out to them.
And that is my point how is my secondary supposed to work if I have to remove it from the client host list and remove the .smtp line from the router to close this hole?
I have done multiple test to confirm this and I am not going to do another because then my server gets blacklisted again.
I need a fix from Stalker since that is the only way this is going to get fixed.
