Yes. Routing it to error would have also resulted in a bounce, even if the
message had been addressed to a local recipient.

The point that everyone has been trying to make in this thread is that
routing to NULL does NOT bounce messages, so yes, the reason given for not
relaying will be different. Messages routed to NULL are accepted and then
directed off into the Great Void without the sender being any the wiser. If
you wish to have messages bounced based on naughty return-paths, you must
route them to ERROR.
