So, MessageWall at taconic.net is *really* issuing one 250 and one 452
response...it intends to let one recipient through, and have the other one
delayed. SIMS treats this as a (temporary) failure for both recipients
and requeues both for another try later. Ad infinitum, until retry exceeded.
SIMS is behaving correctly. There is a SINGLE message. Their software is reporting a failure on the SINGLE message. They don't get to pick and chose which part of the message to reject. Also, 452 is a "System resources unavailable" or something as I recall, so it SHOULD apply to the entire message transaction.
SIMS then drops the first 250 return code (because it's meaningless) and reports that both attempts failed (which as far as SIMS knows, they did).
