Yes, in that it is username/password authentication of SMTP sessions.
However, it is not a required part of the SMTP protocol, so not all mail
clients support it (most modern clients should support it these days).

When you send mail, you use SMTP. It's better to authenticate the sender by
authenticating the SMTP connection directly, rather than by implication
from a previously authenticated POP connection from the same IP address.

If you're using SMTP AUTH, there's no relationship between POP and SMTP
connections (which are really unrelated anyway). Each connection is
authenticated separately. That means that you can send mail any time you
want, without having to have checked mail via POP immediately prior to
sending.
