I'm using Tango to send mail to a list of subscribers (not SPAM). The list
is 2500 entries and I am using a 'Mail' action to talk to SIMS and send he
emails.

Unfortunately the SIMS server gets too busy and rejects many of the Tango
requests. Tango just keeps sending them. This is a Tango 2000 limitation not
an issue with SIMS.

What I'd like to do is replace the Mail action with a  File:Write action and
create a whole bunch of correctly formatted files in SIMS Inbox (Queue?).
Then SIMS can just pick them up as and when it needs to.

Don't write to the Queue folder, write to the "Submitted" folder. I use an old version of Tango for exactly this purpose. Make sure you specify "append" as the file write action unless you generate a unique file for each email.
