I don't know if they've changed it in recent distributions, but it used to
be that you had to run the communigator configuration app once to tell SIMS
to listen to Http requests before it could be administered through the web
app.  The communigator app is in the same place (ftp.stalker.com) that SIMS
is.

And if you're running the "release" version (1.7), you'll want to get the
beta version (1.8b9d14).  It closes holes that 1.7 has in it.
