 But I do not use SIMS for email I just use it for SMTP.I use WebStar for

Do you mean that you use SIMS only for outgoing SMTP and W* for incoming?

Yes

Then there is no point in using any of the blacklists you cited and no way that SIMS can do anything to restrict what arrives at your address.
