Can Postfix be run on a port other than 25, so as not to conflict with SIMS? (So *nixy things can send?)
Yes. Any port you like. 587 and 24 are reasonable choices (Submission port and private mail, respectively).
Are there any free content filters for Postfix besides SpamAssassin?
Postfix itself has some content filtering, and there are many other possibilities. Most interface with postfix and SA too, which is nice.
Does SpamAssassin or other content filters allow end users to turn filtering on and off or is it a whole-server, all accounts filter? If users cannot turn off SpamAssassin, can the admin white-list individual accounts.
If you run SA/content filtering as part of postfix it is all or nothing, which is good because the point is to REJECT the mail, not accept/discard it.
If you want it to be customisable, use procmail to feed mail to filters like SA.
