Perhaps he means the chunks of 24/8 space allocated to Cablevision. 24/
space is full of cable providers (Cablevision, Road-freakin-runner,
Charter, Comcast, et al) whose networks are lousy with insecure end-user
machines that are all too prone to infection and exploitation. There may be
a few Cablevision users who are running their own mail servers, but for the
most part it probably wouldn't generate a lot of false positives to
blacklist CV user blocks.
