Just as a followup for this problem.

After several frustrating days I have solved my latest bout with this problem. I am now back to an MTU setting of 1500 on my XSense router. Doing this allowed me to send mail reliably to hotmail clients and everyone else. I'm not sure why lowering it fixed a similar problem before and now raising it back fixed the current problem, but it has. It has also fixed a few random secure website problems I was having, so I would suggest lowering MTU settings as a last resort for fixing this problem.
