Isn't that really up to you, or more specifically your OS? If you're running on MacOS 7.6 or newer, it's almost assuredly running on OT. If you're running on MacOS 7.5, it's probably MacTCP 2.0.6
Uh, no. 7.5 shipped with OT. OT can be added to 7.1.x. OT 1.1.2 is a free download even today. OT 1.0.x sucked rocks through coffee stirrers, and until System 7.5.3 and OT 1.1.1 the 7.5/1.0 combo conspired to give Macs a bad name.
MacTCP was last upgraded in 1994 and may have problems with modern networks (http://cc.uoregon.edu/cnews/spring2000/mactcp_unreliable.html)
That's not quite right. MacTCP was last updated in 1996 concurrent with the release of OT 1.1.1
