Bring your new server live, pointing your MX records at it and all that.
Set the incoming SMTP channels on the SIMS server to 0, so that it will no
longer accept new messages, but leave the POP channels set to whatever it's
normally been. Now your users can POP off their remaining messages from the
SIMS server at their leisure before switching their mail clients over to
getting mail from the new server.
