Your best bet may be the Columbia Uni version which is freely 
available in src and binary forms to not-for-profit institutions.

Alternatively www.vovida.org suppply an open src SIP stack for 
Linux if you want to write your own UA. If just want a UA to 
play around with you can download a free version of Ubiquity's 
Java UA from www.sipcenter.com
