G.723 is payload type 4 -- and I beleive it has been for quite a while.
H.263, similary, has a static assignment at payload type 34, although
there's also a dynamic type of "H263-1998" defined.

The new avt profile (July 2000; warning -- just a draft) is available at
http://www.cs.columbia.edu/~hgs/rtp/drafts/draft-ietf-avt-profile-new-09.txt

Note that the use of static types is (to my understanding) depricated;
rtpmap lines should always be used to form a precise binding.
