But what if the phone does not have that info, say the call is coming in
from a PSTN phone and going through a MGC. Does that MGC need to have that
info?  What if that info was not obtained from the SS7 message and is only
found in a database that is downstream from that MGC? Since Display name is
not used to compare URLs why could we not allow it to be modified?
Authentication and encryption is the only things that I can think of that
would not allow them to be modified? Is there any other reason why proxies
cannot modify the display name of the from header?
