No. If you don't want the Accept-Language header from the response, just
ignore it.

The only current usage I am aware of is SIP-T, which uses the body to carry
an ISUP MIME object, which is the ISUP release message.

That is correct. However, To field is used for call leg identifications,
which a proxy needs to perform.
