No , the UAS will not send CANCEL/BYE when he wants to reject the request,
but he rejects it with 3xx/4xx/5xx/6xx responses based on whether he wants to
redirect or indicate some type of error.
CANCEL will be sent only by the side which sent the request. Also BYE makes
sense only if a call is setup.
