There is no way to do reasonably secure authentication right now, since SIP uses http digest and radius uses chap. However, there appears to be some agreement to define a digest mechanism for radius, so that it can be done. IN that case, the standard sip procedures for resolving a URL to a hostname using DNS will apply. There is a tel URL, in rfc2806, which has no domain name.
