A while back, on the SIP-list, I discussed the necessity to indicate 
packetization size for audo codecs and proposed to include "ptime=" for 
each codec.  See link:

Except for several comments questioning the need, there was no comment 
on my actual proposal. But your Option #2 certainly falls along the same 
line as my proposal.
