I have read about the fmtp attribute in the sdp rfc.
About the usage of fmtp for bitrate, I read it in some rfc on g.722 codec. I think it 
was rfc 3047. Forgive me, if the no. is wrong.

Now my 2 cents:

I don't think you need to list 5.3 and 6.3 kbps separately if you can 
support both. ITU-T Recommendation G.723.1 specifies both bit rates for 
G.723.1 codec. So if you list support for G.723.1, it should imply that 
you support both rates. As for the actual bit rate used, one may find 
out by inspecting the RTP payload.

BTW, where is "a=fmtp bitrate" defined?
