Since a discussion on delivery of non-200 final response after CANCEL is
going on, I thought it would be useful to also discuss provisional
responses.

Question: Should a proxy forward provisional responses to a UAC after it
receives a CANCEL?

My thinking is that proxy should forward the provisional responses although
I am working with a proxy that does not.

Receipt of a CANCEL does not mean the CANCEL will succeed at the UAS. The
call may already  be set up.
By not delivering the provisional response, some information (attachments
etc.) will be lost. Further, reliable provisional responses will retransmit.
