Your question is answered in section 10 of 2543-bis.

As specified in 10.5.1, final responses to INVITEs are transmitted over UDP
up to 7 times with exponential back off from T1 to T2. Simple calculation
infers that you should wait for the response for up to 19.5 seconds.
