In the above scenario, the PRACK MUST be 
acknowledged with a response (last paragraph 
section 6.2).  If it is not, the UAC will have 
to assume that a proxy or UAS is down; then 
it is up to the UAC to decide how it wants to 
handle such a situation.

A similar retry timeout race condition is
what should the UAS do when the 200 and 
reliable 18x cross in delivery to UAC.
Last paragraph section 6.1 says that UAC
needs to send PRACK.  However since a proxy
might be down; the PRACK might not get to UAS.
I assume that the UAS will not bring down 
the call after 18x retry timeout after 
already sent 200 and received ACK.  However
I guess that it is ultimately the UAS's 
choice since the UAC or proxy are down
and/or the 18x might be that important.
