Yes, 1xx responses are valid for BYEs.
Section 10.2.1 first paragraph mentions that a
provisional response for requests other than
INVITEs will bump the retry timer to T2. Thus
the sender of the BYE will continue to send BYE,
it just reaches T2 more quickly.
Yes after having sent a 100, the proxy should
retry sending the BYE.
At this point, the proxy retries because it is
responsible for BYE delivery. And the UAC
retries because it wants to know the final
response for the BYE.
