Yes, all proxies modify the request URI when forwarding requests. To do so,
they use an abstract "location service" which figures out how to translate
the URI. This location service is up to the discretion of the implementor
and deployer. The SIP spec specifies on location service, which is the
registration process, but others are possible. These include telephone
number digit analysis, program execution, static tables, etc.
