A proxy server receives a request, and then makes a routing decision about
where to send the request. It then forwards the request out on the network,
to the next-hop, which might be another proxy, redirect server, or user
agent.

How a register is handled, depends on whether the registrar is co-located
with the proxy, or separate. If co-located, the proxy/registrar processes
the registration as per the spec, and responds. If the registrar is not
co-located, the proxy would proxy the request to the registrar.
