Bis currently does not define any semantics for Unsupported in a request. I
think its listed as a possible request header because, a long time back,
draft-ietf-sip-serverfeatures used to allow it to be present there in order
to do some extension negotiation. This process was simplifed a long time
back, so that Unsupported is not used as a request header by that extension
any longer. 

This should probably be changed in Table 5 to be just a response header.
