Well, here was the question and the response:

>No , the UAS will not send CANCEL/BYE when he wants to reject the request,
>but he rejects it with 3xx/4xx/5xx/6xx responses based on whether he wants
to
>redirect or indicate some type of error.

-->Hi,
--> When a UAS receives a request, can it send a CANCEL or BYE
-->to reject the request instead of 603 or 4xx response.

Bis-03 says, in section 15.2:

When the initial INVITE request is received at the callee, the callee can

   accept,redirect, or reject the call.
In all of these cases, it formulates a response.

I think thats fairly clear.

Section 15.1 says:

If the UAC desires to end the call before a response is received to the
INVITE,itSHOULD
send a CANCEL.ThisCANCEL will normally result in a 487 response to be
returned to the
INVITE, indicating successful cancellation. However, it is possible that
the CANCEL and
a 200 class response to the INVITE "pass on the wire". In this case, the
UAC will
receive a 2xx to the INVITE. It then terminates the call by
following the procedures described in Section 15.4.

WHich now, finally, clearly indicates when to send CANCEL to end a call.
15.4 talks about when to send BYE.

So, I believe bis-03 provides the information in the answer provided by
Philip.
