No, it doesn't say this at all. RFC2543 (and bis) clearly state:

The Accept header follows the syntax defined in [H14.1]. The
   semantics are also identical, with the exception that if no Accept
   header is present, the server SHOULD assume a default value of
   application/sdp.

I'm not sure where you have gotten the impression that it says you need to
support any data type. If it does say that somewhere, please let me know and
I will fix it.

Accept: with no value means the client accepts NO data types. It is
therefore not the same as the absence of Accept, which implies that the
default, application/sdp, is supported.

I will add some text to bis that talks about an empty Accept value, since it
does not say this explicitly.
