I don't understand the question. There are two cases, either the UA is using
a local outbound proxy, or its not. When its not, the user makes use of the
DNS location mechanism specified in:
http://www.ietf.org/internet-drafts/draft-ietf-sip-srv-02.txt
and sends the request there. THis server could be a proxy, or could be a
redirect. It doesn't matter as far as the UA is concerned. There is no
separate selection of proxy or redirect servers, since that is a logical
function.
In the second case, that of a local outbound proxy, the UA is configured
with the address (domain name or IP) of the server. It sends all requests
there. This server may also be a proxy or redirect, and the UA doesn't know,
nor should it care.

I don't know what you mean by "specify" in this context. Perhaps you are
asking if a UA can be configured with the identity of a local outbound proxy
and a local outbound redirect. The answer is that this doesn't make sense,
since an outbound server could be proxy or redirect, and may even be
different ones depending on the request.
