[Sip-implementors] Multiple Headers in SIP Message

Is it legal for a proxy to change the following header line 
to such three semanitcally same lines?

Accept: application/sdp;level=1, application/x-private, text/html


Accept: application/sdp;level=1
Accept: application/x-private
Accept: text/html
