First, it is not a MUST (if that is what you meant by "characteristic") for UAC to send a message to a default outgoing proxy (I am not sure what you meant by "to ANY default outbound proxy..."). Second, the UAC can also put the address of the PROXY in the Request-line. The proxy must then, of course, be able to route the message to the UAS.
