Section 16 of draft-ietf-sip-rfc2543bis-04.txt states:

"The process of record-routing works for any SIP request that initiates some
kind of session. For this specification, that includes only INVITE.
Extensions MAY identify new requests as ones which initiate sessions, in
which case the procedures defined here apply to processing of those
requests."

Does that mean Proxies have to be aware of new methods in order to able to
decide if the record-route header is allowed to be added or not? Or does it
just mean that if a proxy does not understand a method, it should assume a
non-session method? In the latter case, INVITE will be the only session
initiating method in most proxy implementations.
