In my understanding, yes, the proxy must copy the call id value from the
incoming request into the outogoing request
>From the spec:
  A request (and its retransmissions)
   together with the responses triggered by that request make up a SIP
   transaction.  All responses to a request contain the same values in
   the Call-ID, CSeq, To, and From fields

I think that if you change the call-id, you really become a B2BUA.
