There is no request or response header for passing ISDN IEs. Mechanisms
do exist for ISUP/QSIG messages though. See
http://www.ietf.org/internet-drafts/draft-ietf-sip-isup-02.txt and
http://www.ietf.org/internet-drafts/draft-vemuri-sip-t-context-02.txt
for some related information. And it was brought up recently for
defining similar support for Q.931. However it's questionable whether
work will proceed within the IETF.
