The UAC SHOULD have launched its media tools to receive any of
the streams it has proposed (in this case either of PCMU or PCMA)
as soon as its sent the INVITE. This is necessary for it to
receive any early media or announcements. So I guess you are
allowed to send any subset of the streams he has proposed
(either of PCMU or PCMA)
Please note, however, that RFC 2327 specifies:
"When a list of payload formats is given, this implies that all of
these formats may be used in the session, but the first of these
formats is the default format for the session."

so if you support the format PCMU, you SHOULD prefer it over
PCMA as this is what the sender prefers.
