Hi,

The behaviour you described is correct, if the proxy only forwards the
REGISTER (otherwise it's a registrar that misbehaves). 

407 is used by intermediary proxies to basically challenge any request they
receive and wish to authenticate before forwarding it to the destination
server. In contrast, 401 is returned by the entity who actually terminates
the request, i.e. registrar server or UAS.

The SIP RFC says that the 401 "is issued by user
agent servers and registrars".  So, does this mean
that REGISTER requests requiring authorization
will always be challenged by a 401?

I have encountered a situation where a proxy has
returned a 407 response to a REGISTER.  Is this
proxy behaving correctly?
