Hi, The behaviour you described is correct, if the proxy only forwards the REGISTER (otherwise it's a registrar that misbehaves).
407 is used by intermediary proxies to basically challenge any request they receive and wish to authenticate before forwarding it to the destination server. In contrast, 401 is returned by the entity who actually terminates the request, i.e. registrar server or UAS.
