Hi,
The description of invite client transaction in section 17.1.1.2 in bis05
says : Upon entering "proceeding" state, the client transaction MUST start
timer C with the value 
provided by the TU when the client transaction was created. 

My question:  All the timer (from A to K except C) values are computed using
variables (T1/T2/T3/T4).
Does above statement says TU will provide value of timer C only while
creating the INVITE client transaction?
Why not timer C not computed using any of these variable or a new one? 
What I understand that TU can configure values of all variables for
transaction layer? Also TU can
set values for these variables per transaction basis. So for consistency why
not a variable name for timer C.

Any light on this.
