Right. If the request is refused you do not update the route sets.
Request processing needs to be atomic or things get incredibly
complicated. We will clarify that in bis-06.

The dialog is never terminated by a non-2xx response. However, certain
non-2xx responses can trigger the uac to send bye. In particular, 408
and 481. This is documented in 12.2.1.2 of bis-05.
