Usage of SDP in provisional responses is done for the purposes of early media. Since there are numerous issues with it, the usage of early media has been extracted to a separate specification. This specification is currently draft-rosenberg-sip-early-media-00, but is not currently stable yet since we are still trying to figure it out.
