The bigger problem is consistency with how a calling UA might construct
the request URI for a particular user; that is the particular source of
interop problems here.

I never guarantee self consistency of my arguments, or that they won't
change over time ;)
I wrote the above after quickly thinking about it, but on deeper
reflection, I think that ignorning the user=phone is better.
