It should not unless it also intends to
deactivate the session refreshes.

Yes.  Basically all re-invites become
session refreshers.  If the SDP o= line
did not change, it is purely a session
refreshing re-invite.  If it did change,
the session is refreshed based upon the
content of the re-invite and its 200
response.
