Hi Prakash,
Firstly, the "action" parameter has been deprecated since bis-04 or, 05.
Assuming that the registrar just "ignores" the action-parameter (i.e., 
treats all as proxy), my guess would be, that in the case of an INVITE 
for this UA, the registrar+proxy server proxies it based on the q-values.
