And that behavior led to some serious problems.

Notice that the 409 code is now not even defined in the bis draft.
The use of (and reaction to) action= is completely deprecated.
Nobody should be providing them, and if you see them, ignore them.

As I posted earlier, look at caller-prefs for a better solution.
