Thanks for your comments on the draft.

If B sends a BYE before sending the INVITE, then the call flow becomes
identical to the unattended transfer of section 2.4 in which no Replaces
header is used.

If the session between B and C is still up (no BYE is sent), then the
INVITE will need the Replaces header.
