H4.2 refers to HTTP section 4.2, which is RFC 2616:

Section 7 of bis-09, line 771 in the PDF, discusses this convention for
referencing HTTP.

You should look at the BNF of SIP, which is at the end. The BNF
indicates that there can be any amount of space or horizontal tab
between the header name and the colon.
